Rule XI, Â§ 18 deals generally with the subject of reciprocal discipline, but it says nothing about an effective date for reciprocal disciplinary sanctions. Applying accepted principles of statutory construction, we hold that section 19(3) does not apply to reciprocal suspensions, and that this court therefore had discretion to order that a reciprocal suspension be made to run concurrently with the suspension in another jurisdiction on which it is based.
